FIRST PLAN was founded by Gideon Roos and André Beukes in July 1995 after they decided to join forces and combine their individual expertise and planning experience in one practice. The primary objectives of FIRST PLAN are to:

• Stimulate economic growth through proactive planning and development
• Facilitate the integration of the urban environment
• Ensure environmental quality through appropriate and effective planning
• Contribute to addressing the housing shortage through encouraging private-sector involvement in the reconstruction and development of South Africa.
